that for the information of the Lords Commrs of the Treasury that For A. Kennedy, while Governor of Sierra Leone, has been appointed Governor of Hongkong, and has under instructions from his Lordship returned to England in order that he might reach Hongkong as speedily as possible.

Lord Kimberley is therefore of opinion that For A. Kennedy should in accordance with clause 139 of the Col: Reg: be allowed the full passage allowance:
